After the War of Independence from Spain was over they were no longer allowed to use the caste classifications and they called everyone a ciudadano (citizen). The change took many years to be followed which is why sometimes it isn’t seen until around 1826. What you see in the document is an abbreviation of ciudadano.

August 24, 1821 is when Mexico gained it’s independence from Spain. It took about 5 years to get the priests to stop using the caste system.
The second French Intervention that put Maximiliano de Hapsburgo in power lasted from 8 December 1861 – 21 June 1867.
Therefore, there was a period of 40 years between the independence of Mexico and the French intervention that put Maximiliano into power.
